Main Purpose of Job

The Procurement Specialist issues Notice of Awards and Contract Terminations to vendors. Responds to general procurement inquiries. Oversees MHBE’s contract log and master procurements files.  Administers initiation of PO’s and BPO’s in ADPICS as well as performs analysis of encumbrances in ADPICS in conjunction with the Finance Department.  Provides initial procurement review of invoices.  Manages monthly invoice and payment reporting of MBE subcontractors (D5 Report). Supports the preparation and submission of the agency’s annual Minority Business Enterprise (MBE) report.  Performs the initial analysis of invoices to check for contract compliance.  Assists with determining the most appropriate procurement method and directs procurement procedures for agency.  Provides oversight of contract monitoring for the agency.

POSITION DUTIES

Duties for this position include but are not limited to:

(1)    Reviews and analyzes purchase requisitions to determine the appropriate procurement method to use, including competitive sealed proposals, competitive sealed bidding, emergency and expedited and sole source in accordance with the procurement policies and procedures established by the Maryland Health Benefit Exchange. 

 (2)    Collaborates with the Contract Monitor, Procurement Officer and General Counsel in developing contract specifications including performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals and advertisement requirements in accordance with the Maryland Health Benefit Exchange procurement policies and procedures for the procurement of all necessary services, supplies, maintenance and equipment;

 (3)    Conducts pre-bid and pre-proposal conferences to explain solicitation requirements. Performs post conference tasks such as responding to questions and posting updates to eMaryland Marketplace and the agency procurement web page.

(4)    In conjunction with the Procurement Manager, participates and schedules discussions and contract negotiations with offerors.

 (5)    Prepares minutes of pre-bid and pre-proposal conferences, addenda and amendments to solicitations formulates responses to written questions from potential bidders and offerors.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from an accredited college or university.

Experience: Two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Notes:

1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education.

2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.

3. Candidates may substitute the following written certifications, obtained through passing an examination: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.

LIMITATIONS ON SELECTION

This recruitment is internal and limited to employees of MHBE only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
