POSITION DUTIES

At the direction of the IT Procurement Manager, the incumbent of this position will be responsible for reviewing purchase requisitions to determine the most appropriate procurement method. The incumbent will develop contract specifications; solicit, examine, and evaluate bids; negotiate and award contracts; and maintain contracts and evaluate contract performance in accordance with State procurement laws, procedures and regulations. The main focus of this position is IT procurements, however this position may also be assigned non-IT procurements. This position uses the ADPICS portion of FMIS to facilitate the procurement process. The incumbent must be willing to travel, infrequently, to various areas of the State.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from an accredited college or university.

Experience: Two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

NOTES:

  1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education.
  2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.
  3. Candidates may substitute the following written certifications, obtained through passing an examination: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.
  4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Proficiency in the work-related use of Microsoft Office Professional and Adobe Acrobat Professional
  • Experience preparing and managing, from inception to award, requests for proposals (TORFPs, PORFPs) and invitations for bids (IFBs)
  • Experience developing contract specifications including performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals and advertisement requirements in accordance with State procurement procedures, laws and regulations
  • Experience preparing minutes of pre-bid/pre-proposal conferences, addenda to RFP/IFB and answering written questions from potential bidders and offerers
  • Experience examining bid proposals to determine issues of responsiveness and responsibility and/or need for additional information
  • Experience negotiating the most favorable prices, terms and conditions with vendors, and resolving issues with contractors regarding price, delivery and terms
  • Experience using the State of Maryland's FMIS, particularly the ADPICS portion, for creating, approving and tracking purchase orders
  • Experience in MD State Government procurement (specifically with IT procurements)

LIMITATIONS ON SELECTION

Must be willing to work in Annapolis, Maryland.  Must be able to travel, infrequently, to various areas of the state.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

Only applicants who meet the minimum and selective qualifications for this recruitment will be considered for this opportunity. The examination will consist of a rating of your education, training and experience. Due to the nature of this list, all qualified applicants are placed on an unranked list of candidates and will remain active on this list for at least one year.  

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
