Main Purpose of Job

This position serves as the budget and procurement coordinator for the Office of Eligibility Services (OES), and is responsible for the coordination, preparation, and timely submission of all OES detailed budget requests (administrative and reimbursement budgets); monitoring and reporting on budget expenditures and balances; researching and preparing quarterly budget reports/updates to present at quarterly budget meetings; preparing, processing, and monitoring service contracts, bid proposals, and procurements; reviewing, approving, and processing expense reports for OES staff; verifying invoices and processing for payment; processing credit card purchases and payments, conducting research for available funds for non-budgeted needs; and actively representing OES at all budget-related meetings.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university.

Experience: Three years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

 2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with Maryland's ADPIC and FMIS (Financial Management Information Systems) along with State procurement is desirable.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
