The DHCD Headquarters is located at the New Carrollton metro stop in Prince George's County.

POSITION DUTIES

DHCD has an immediate opening for an Energy Reporting Administrator within the Community Development Administration (CDA). This individual must be a highly organized, customer oriented, self-motivated team player with administrative or professional experience. The Energy Technology Administrator will serve as data manager for the Housing and Building Energy Programs Department. The incumbent will manage the Hancock Energy Software (HES) system which includes being the primary contact for software user inquiries. The Administrator will possess a strong aptitude in troubleshooting and assist support staff with field work and training as needed. This position will track performance and report on the administration of the energy programs which currently include the federally funded Department of Energy Weatherization Assistance and Be SMART Programs, the ratepayer funded EmPOWER MD Low Income Energy Efficiency Program (LIEEP), and the Exelon merger Customer Investment Fund (CIF) Enhanced Weatherization Program. Additionally, the Technology Administrator will interact with the software provider to determine the reporting needs of the Department. The Technology Administrator will also assist in the development of program regulations, policies, and operational guidelines for use by the State and local weatherization agency staff regarding program operations as it pertains to data management.

MINIMUM QUALIFICATIONS

Education:    A bachelor’s degree from an accredited college or university.

Experience:  Five years of administrative or professional experience in financing and providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:  

1.  Additional administrative or professional experience as defined above may be substituted on a year-for-year basis for the required education. 

2.  Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.  

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

  • Preference will be given to those candidates experienced in working with weatherization or energy efficiency and conservation improvements to residences and with databases, construction related software or other types of energy conservation software. 
  • Knowledge of Microsoft Office and good customer service skills are desired. 
  • Ability to multi-task and good attendance are preferred

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
