Introduction

The Personnel Associate II is the level of paraprofessional work involving the operation, implementation and monitoring of the personnel system in Maryland State government.  Employees in this classification perform a variety of tasks covering a broad range of general personnel activities involving the application and explanation of principles and practices of the personnel system in the State of Maryland.

LOCATION OF POSITION

The current vacancy is located at the Western Maryland Correctional Hiring Unit, 18411 Roxbury Road in Hagerstown, Md. (Washington County)

Main Purpose of Job

The incumbent functions as a Personnel Associate at the Western Maryland Correctional Hiring Unit and the Alternate Agency Technical Representative for the region. The Unit is responsible for hiring all entry-level Correctional Officers, Correctional Officer Reinstatements and Support Staff backgrounds for those required to attend the Maryland Correctional Training Academy for all facilities located within the Western Maryland Region.

POSITION DUTIES

  • Transfer the eligible list of Correctional Officers (CO) candidates and reinstatement applicants for the Western Region from JobAps; review lists to determine eligibility in accordance with Dept. of Public Safety & Correctional Services (DPSCS) regulations; coordinates interview dates; notify staff and investigators of scheduled dates.
  • E-mailing of interview notices via JobAps and necessary forms to applicants; assist Personnel Officer with the interview process, consisting of reviewing documents for accuracy, photocopying documents, and verifying applicants' identities.
  • Maintains and updates databases, including Applicant Manager and JobAps, for all applicants to ensure accurate records for the Western Maryland Correctional Hiring Unit to properly generate statistical information and to respond to inquiries within the agency.
  • Serves as the alternate Agency Technical Representative (ATR) by preparing for random and promotional drug testing; type and maintains computerized ATR rosters; observes the implementation of test for any discrepancies of procedure, and assumes all duties of ATR in the absence of the designated ATR.
  • Completes all new hire processes for Correctional Officer positions via JobAps and Workday; completes and forwards new hire rosters to HR Officers, Wardens, Chief of Security and Regional Training staff.
  • Arranges pre-employment physicals and psychological examinations via JobAps.
  • Responsible for the accurate completion of certification forms for newly hired COs and forwards forms on-line to Md. Police and Correctional Training Commissions.
  • Print fingerprint results from the Security Message Center for all CO and Support Staff applicants for federal and state criminal background checks.  Update databases insuring 100% accuracy and promptness.
  • Responds to inquiries received from the public, employees and institutional personnel officers concerning opportunities, status of interview processes, actions and problems. 

 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note: One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

1. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Six (6) months of JobAps experience. To qualify applicants must meet the minimum qualifications and the selective qualification.

Recruitment & hiring transactions experience in Workday

LIMITATIONS ON SELECTION

Limited to candidates willing to work in Washington County (Hagerstown).

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
