Introduction

This is a Position Specific Recruitment for the Baltimore City Department of Social Services.  You must possess six months of experience using Maryland's Statewide Personnel System's Workday computer software and meet  the minimum education and experience requirements to be approved for this recruitment.

Main Purpose of Job

This position is responsible for processing transactions for 1,938 positions and for managing the maintenance of Personnel Records for all of the staff currently assigned to the agency and the staff who have vacated their positions. This position is expected to provide statistical data regarding the movement of employees and positions.

POSITION DUTIES

Complete all employment verification and request for transfer forms.

Discuss employment issues with employees.

Obtain status of positions by referencing various records including databases.

Assist BCDSS Payroll Department in resolving any discrepancies that may affect the transfer of employees to another State agency by contacting the Personnel representative to ascertain and clarify information to process transaction. Review, update and submit time sheets for all BCDSS Local General Administration staff. Assist Payroll in matters regarding inconsistency that may affect the employee classification, salary, grade, step, location, program and project codes.

Respond to inquiries received from the public and employees concerning employee services such as information concerning current and former employees. Contact employees in writing regarding EOD adjustments, reclassifications, and non-competitive promotions. Responsible for the processing of personnel transactions necessary for BCDSS in the State Personnel System. This requires knowledge of State procedures, personnel codes, budget codes and classifications that are necessary to ensure accurate transactions are being processed.

Evaluate the non-competitive promotions request to determine if action is appropriate.

Review vacancy downgrade within same series list to determine if applicable to vacate position.

Assess the position description forms to determine if benchmark reclassification is appropriate.

Review the DHR reclassification approval notification for accuracy.

Create and maintain personnel files.

Serve as BCDSS Human Resources custodian of records.

Enter 603's into the PMS system.

Serves as BCDSS Performance Evaluation Coordinator.

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to the minimum qualifications stated and include any computer software experience (ex. Workday, Word, Excel, Access, etc.) used in each of the positions you held.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note:

1. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
