Main Purpose of Job

This position is critical to the success of the Health Care Reform (HCR) in Maryland, particularly with the processing of Medicaid applications in the 47 district offices in the Local Departments of Social Services' (LDSS). The HCR Program Analyst is a highly skilled position within the Family Investment Administration's, Office of Special Projects with the responsibility for assisting LDSS staff with determining eligibility for Medicaid and Qualified Health Plans (QHP). The HCR Program Analyst devises, develops and maintains up-to-date Health Benefit Exchange (HBX) procedures and policy manuals to coach LDSS staff with determining eligibility for Department of Human Resources (DHR), Family Investment Administration. The incumbent in this position must apply policies, procedures and regulations governing health coverage to applications, life events and renewals in the HBX.  Incumbent develops and maintains procedures and policies materials related to processing Medicaid and QHP applications in HBX; determines eligibility for specialized cases escalated from the Department of Health and Mental Hygiene (DHMH), LDSS, MHBE or Tier II Help Desk that require establishing eligibility for health care or overriding a HBX system generated eligibility decision.  This position supports LDSS staff in processing eligibility determinations for HBX health care.  Incumbent maintains an expert knowledge of Affordable Care Act policy; reviews proposed Federal and State Medicaid legislation and regulation to recommend changes in legislation, policies or procedures; responds to Medicaid inquiries from local departments, local, State or Federal offices, Governor's or Mayor's offices, advocacy groups, legislators or other agencies regarding aspects of the programs.  Incumbent participates on Medicaid and/or HBX system user tester workgroups; and may act as security monitor, Verification Administrator, Super User, Project Manager and/or assist with HBX related issues.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience:  Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet both the minimum and the selective qualifications.  

One year of experience providing support to Local Department of Social Services or determining eligibility for customers applying for a government assistance program.

DESIRED OR PREFERRED QUALIFICATIONS

Desired or Preferred Qualifications:

The idea candidate will possess the following:

1. Experience and use of personal computer software such as Word, Excel, Access, etc., and mainframe computer Client Automated Resource and Eligibility (CARES), Health Benefit Exchange (HBX), Electronic Case Management System (ECMS), FILENET, State Verification Exchange System (SVES), Maryland Medicaid Information System (MMIS), Systematic Alien Verification Exchange System (SAVE).

2. Specialized training experience with FIA programs, MAGI and QHP.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
