Main Purpose of Job

This position manages office operations, provides data management, analysis and maintenance services for Maryland Agricultural Cost Share (MACS) and Manure Transport Programs, assists in administration of grants and special projects including financial recordkeeping, the State Soil Conservation Committee, Outreach and Information activities and Conservation Reserve Enhancement Program (CREP) Advisory Committee.

POSITION DUTIES

Develop, maintains and updates database and programming requirements to assure accurate reporting on program expenditures. Compiles and/or prepares statistical reports on program activity, for distribution to the Department, assist in preparation of BayStat materials in collaboration with Resource Conservation Information Services, and preparation materials in response to various funding entities, and other State, local and federal agencies.

Provides administrative assistance for 15 member State Soil Conservation Committee (SSCC). Administers records of 120 Soil Conservation District (SCD) supervisors' terms of office, appointments and attendance and reviews and tracks 24 SCD monthly meeting minutes.

Develops and maintains database instruments to track and provide monthly updates of federal grants, special projects and other programs.

Uses software tools to develop and maintain budgetary spreadsheets, programs reports to track and analyze program performance.

Processes all invoices, orders supplies and interacts and follows up with vendors.

Administers farm equipment tax subtraction applications.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

At least one year of experience using Microsoft Access Databases.

At least one year of experience with spreadsheet development (Microsoft Excel Database). 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
