PIPELINE SAFETY ENGINEER

Introduction

The Maryland Public Service Commission, a State agency regulating public utility companies, is recruiting for Pipeline Safety Engineers.

The scope of the engineering work includes the inspection, testing, investigation, and evaluation of physical facilities used by public utility companies in the production and distribution of their products and services.  Applicant must be a resourceful, detailed oriented self-starter with excellent time-management, inter-personal and communication skills.

Main Purpose of Job

The main purpose of the position is to ensure that gas and hazardous liquid pipeline systems in Maryland are designed, operated, and maintained in a safe manner in compliance with the Federal Department of Transportation Pipeline Safety Regulations. This is accomplished through inspections and enforcement programs.

POSITION DUTIES

Perform thorough reviews of pipeline operator’s facilities and operations.  Verify that operations are conducted in accordance with good engineering standards and practices;

Ensure compliance with Federal and State regulations by reviewing procedures, records, and practices of pipeline operators;

Ensure that the pipeline operator’s written plans are thorough and follow sound engineering standards.  Evaluate the field operations of the operator’s personnel to determine if their performance conforms to the operator’s plans and procedures;

Prepare documents, reports, and letters based upon the results and findings of inspections and investigations;

 Make recommendations and develop enforcement actions based upon findings of inspections and investigations;

 Respond to pipeline emergencies that may occur in the State;

 Undertake and complete other assignments and projects assigned by supervisor;

 Attend training as recommended and obtain the minimum required test score.  

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in engineering from an accredited college or university.

Experience: Two years of engineering experience conducting inspections, tests, investigations and evaluations of physical facilities used by public utility companies in the production and distribution of products and services.

Notes:

1. Professional engineering experience may be substituted on a year for year basis for the required education.

2. Professional engineering experience may be substituted at the rate of two years for each one year of the required experience as defined above.

 3. Possession of a Master's degree in engineering from an accredited college or university may be substituted for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering classifications or Engineering specialty codes in the Environmental field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

A professional engineering license preferred.  The ideal applicant should have experience in dealing with compliance issues and possess good investigative skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position.  Therefore, include a copy of your college degree or transcript and Foreign Degree Evaluation Report with your application, if applicable.  This office, with your written consent, will verify your prior applicable work experience.  For education obtained outside the U.S. you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.
