This is a position specific recruitment for the Department of Natural Resources, Maryland Park Service- Annapolis, MD location.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The Department of Natural Resources (DNR), Maryland Park Service is currently accepting applications for an Administrative Officer III, which serves as the Western Regional Fiscal Officer for Maryland State Parks working in the Tawes State Office Building in Annapolis, Maryland. The incumbent will provide good judgment, effective polite and concise communication and high-level procurement skills to guide accurate and legal procurement for the Western region, as well as, provide expert support for other state park regions and Maryland Park Service headquarters. On occasion, travel to parks within the region will be required for meetings and training. The selected candidate will serve under the supervision of the Maryland Park Chief Financial Officer (CFO), and will work with two other regional fiscal officers.

The incumbent will be responsible for using the state's FMIS and ADPICS systems and must be able to develop and generate Blanket Purchase Orders, Direct Purchase Orders and Requisitions without assistance. The candidate will collect bid packages from parks, confirm accuracies and submit with supporting documents to process procurements. This position will check and guide accuracies of the Western park region's expenditures to include but not be limited to: ensure they comply with Department of Budget and Management (DBM) state procurement laws, contract guidelines and per diem rates; review and follow up of the Western Region's corporate card logs; and process state invoices, expense forms and payment authorizations. The incumbent will confirm that seasonal contract procurements comply with DBM regulations, and process them in a timely fashion. The selected candidate will work with the CFO to: assemble service and commodity contract packages for bid, produce contract information for the Board of Public Works agenda items, monitor progress of contracts based on the terms of each contract, and work on emergency procurements and special projects.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three (3) years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

One (1) year of  experience implementing procurement via the Advanced Purchasing and Inventory Control System (ADPICS), including developing blanket purchase orders, direct purchase orders, and requisitions is preferred but not required.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
