Introduction

This is a Position Specific Recruitment for the Family Investment Administration.  You must possess one year of experience with the preparation of Request for Proposals (RFP) and/or contract monitoring and meet  the minimum education and experience requirements to be approved for this recruitment.

Main Purpose of Job

This position functions in the Fiscal Unit of the Bureau, which serves several purposes: liaison to the Department of Health and Mental Hygiene (DHMH) to resolve operational issues related to Medical Assistance programs, developing the Request for Proposals (RFP) for qualified medical professionals to review applicants' medical records, and processing of invoices for medical providers who perform consultative examinations for applicants. Under the supervision of the BDSO Director, the incumbent in this position directly supervises staff as well as performs primary review of the Bureau's contracts to ensure contract compliance. The Bureau of Disability Services Operations (BDSO) determines the disability status of Maryland citizens statewide who are applying for the Aged, Blind, and Disabled (ABD) category of Medical Assistance within the Department of Human Resources. The incumbent in this position supervises staff responsible for processing invoices received from medical facilities; monitors contract and assists in the development, implementation and oversight of contracts within the BDSO; provides contract clarification to contractors; ensures contract compliance and oversee the work of the contractors; coordinates meetings between the State and the contractors, as appropriate; reviews and approve deliverables; ensures accuracy of charges and approves payment; and facilitates/participates in vendor selection and awarding of contracts.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

One year of experience with the preparation of Request for Proposals (RFP) and/or contract monitoring.

DESIRED OR PREFERRED QUALIFICATIONS

At least two years of supervisory experience.

At least two years of experience with the preparation of Requests for Proposals and contract monitoring.

Personal computer software experience i.e. Microsoft Word, Excel, and PowerPoint.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
