Main Purpose of Job

The Administrative Officer III (ISAS Compliance Analyst) is administrative work requiring regular use of independent judgement and analysis, applying, and interpreting complex administrative plans or policies. Employees are assigned administrative responsibilities involving the analysis of operational programs and/or procedures with recommendations for improvement. This position is responsible for In-Home Supports Assurance Systems (ISAS) compliance analysis including applying and interpreting Medicaid Payment Policies. The position will process adjustments, exceptions and call-authorizations for ISAS. Unresolved exceptions result in non-payment for personal care providers. This position will address high priority projects, which include planning and developing health care services, policies, and organizational workflows within the ISAS program. This involves provider outreach and education, program integrity monitoring, communicating with Providers and Supports Planning Agencies (SPAs), and using the Long Term Services and Supports (LTSS) and ISAS databases to run reports. This position will work with Division Chiefs, as the ISAS Program Manager and lead analysts to coordinate exceptions processing.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

The preferred ideal candidate should have experience implementing or evaluating health policies or programs, or auditing performance in a health related field. Candidates should also have proficiency in the use of Microsoft Office Suite.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
