Main Purpose of Job

This position will provide population-based data analysis and investigation of Maternal and Child (MCH)-related data in support of the federal Maternal, Infant and Early Childhood Home Visiting Program (MIECHV). This position will also maintain the MIECHV and any future statewide home visiting database by monitoring, analyzing and securing data housed in the database, and by upgrading the database when appropriate. Duties will include designing, planning and executing analyses of home visiting related data for needs assessment, benchmarking and performance monitoring; preparing annual home visiting data reports and data briefs; analyzing and interpreting data to determine risk factors associated with targeted communities and populations; working with the MIECHV data vendor to monitor and evaluate data collection and analysis methods for MIECHV funded sites in Maryland; communicate data and offer data system support/technical assistance to those receiving MIECHV funds; monitoring, analyzing and securing the database, upgrading the database in response to end user feedback, and attending technical training, and reviewing technical literature for professional development.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

At least six (6) months of experience using MIECHV Home Visiting data sets is required.

DESIRED OR PREFERRED QUALIFICATIONS

Master's degree in a related field, including coursework that uses computer software for statistical analysis, is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
