Main Purpose of Job

The Department of Information Technology is seeking a candidate to be the Lead Practitioner, for Assistive Telecommunications Devices in the Telecommunications Access of Maryland (TAM), for the Maryland Accessible Telecommunications (MAT) program. This position will provide individual telecommunications assessments, training and product demonstrations, installation and troubleshooting of specialized assistive telecommunication equipment to consumers being served by the MAT program. Consumers of this program are people who have one or more disabilities that severely restrict access to the telephone, which may include people who are deaf, hard of hearing, deaf blind, speech disabled, mobility impaired, visually impaired or cognitively impaired. This position will have the responsibility for training other MAT evaluators, evaluating new specialized assistive telecommunication devices as they comes to market and provide feedback to manufactures and vendors for improvement of equipment and unmet consumer needs. This position will require the candidate to drive throughout the State of Maryland and must be able to lift equipment weighing up to 50 pounds.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

At least one year of work with assistive telecommunications technology.

Applicants must meet the selective qualification to be considered.  Include clear and specific information on your application regarding the qualification.

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience using Microsoft Word, Excel and Access.

Assistive Technology Practitioner (ATP) Certification.

Conversational American Sign Language (ASL) skills.

Two years experience providing telephone assessment to individuals with disabilities or seniors.

Graduate or undergraduate credits in assistive technology.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.  You may be asked to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process.  Therefore, it is important that you provide complete and accurate information on your application.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
