DHCD has an immediate opening for Energy Construction Management Officer Position within the Community Development Administration (CDA). These individuals must be highly organized, customer oriented, self-motivated team players with administrative experience.

LOCATION OF POSITION

7800 Harkins Rd Lanham, MD 20706

DHCD's Headquarters Office is located in Prince George's County at the New Carrollton Metro stop.

POSITION DUTIES

The Energy Construction Management Officer (ECMO) is a highly skilled professional applying their understanding of energy diagnostic and modeling methodologies, energy conservation measures, concepts and practices to assure effective energy retrofits in multifamily buildings. This position supports the EmPOWER MD Energy Programs. Implementation of energy conservation measures will be made through this program. The ECMO will be responsible for the review and approval of energy audits and studies, energy conservation scope of work, construction specifications, cost review, work progression and payment requests. The ECMO will be responsible for guiding a project from initial application, through evaluation, selection of a scope of work, construction, closeout and post retrofit monitoring of the project's energy use.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification to be considered.  Include clear and specific information on your application regarding the qualification.

At least one year experience in conducting or analysis of energy audits or  in the weatherization of multifamily, institutional and commercial buildings.

or

At least one year experience performing energy efficiency activities as a certified Home Energy Professional (Energy Auditor, Retrofit Installer, Crew Leader, or Quality Control Inspector).

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that applicants be proficient in the use of Excel and MS Word.  Applicants attending an in-person interview will be asked to demonstrate their skills by performing a short computer exercise.

Candidates must be willing to work in Prince George's County.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
