LOCATION OF POSITION

This position is located in the Inventory Standards and Support Services Division of the Maryland Department of General Services, at 301 W. Preston Street, Baltimore, MD.

Main Purpose of Job

As the Administrator for the Statewide Fuel Management System, develop and administer a program that is responsible for the operation and maintenance for over 100 refueling facilities Statewide. The program dispenses approximately 12,000,000 gallons of gasoline, diesel, biodiesel, and ethanol to the State fleet annually with an additional bulk fuel total 12,000,000 gallons. The contract value is $305 Million for five years. The administrator also directs and supervises the Fleet Management Program for the Department and provides professional assistance to the Director of the Inventory Standards and Support Services Division. The work involves the initiation, development and implementation of statewide policies and procedures regarding Fuel Management and Fleet Management Program.

POSITION DUTIES

  • Monitor program performance to ensure efficient operation of the program.
  • Initiate corrective actions to resolve problems with the contractor or involved agencies.
  • Monitor the fuel dispensing program through a centralized vendor operated system to identify and resolve problems and assure accurate reporting and accountability.
  • Direct, supervise and maintain an auditing program of the contractor's records to ensure accuracy.
  • Oversee and direct the Fleet Management Program of the department's fleet operations consisting of 80+ vehicles.
  • Assist the Director in supervising and establishing the annual budget, setting goals and objectives for the Division and initiate operating plan to achieve the goals and objectives.
  • Prepare and compose correspondence for signature by the Secretary, Deputy Secretary, or Director when requested.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must be an EPA/MDE Certified UST Facility Operator A, B and C. If you do not have the required certifications, you must obtain these certifications within three months of employment.

One year of the required experience must include responsibility for assigning and reviewing the work of others.

One year of the required experience must have included technical duties in the operation and control of an automated fuel management or other related fuel management system.

DESIRED OR PREFERRED QUALIFICATIONS

Applicants with knowledge of principles and practices of governmental accounting and budgeting, business and public administration, is preferred.

LIMITATIONS ON SELECTION

This recruitment is limited to applicants willing to accept employment in Baltimore City, Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.

Eligible list may be used to fill future vacancies of the same classification.

You MUST possess the minimum and selective qualifications before you may be selected for this position – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
