Main Purpose of Job

This position is critical to the success of the Department of Human Resources (DHR), Health Care Reform (HCR) and Family Investment Administration (FIA) operations for the Local Department of Social Services (LDSS) in accordance with applicable Federal, State and Local laws, regulations, policies and procedures. The Local Operations Liaison serves as direct contact between all the LDSS in the State, in order to provide data analysis, respond to immediate and critical inquiries from the Governor's Office, the Department of Budget and Management (DBM), DHR's Office of Inspector General (OIG), the Maryland Department of Health and Mental Hygiene (DHMH), local, State, and Federal elected officials, community advocates and community based organizations. The position requires a highly qualified, creative individual who can work independently, represent the agency professionally in multi-agency meetings, and possesses expert knowledge of existing Medical Assistance, Food Supplement Program (FSP), Temporary Assistance to Needy Families (TANF) and Temporary Disability Assistance Program (TDAP) policies and local office operations, and who demonstrates excellent written and verbal communications skills and able to travel throughout the State with overnight stays. The incumbent in this position provides information verbally and in writing to the Director's and Assistant Director's in all of the Family Investment bureaus, to assist them in meeting the goals of their agencies and to ensure Family Investment Program (FIP) services and benefits are authorized by LDSS staff in accordance with applicable Federal, State, and Local laws, regulations, policies and procedures. POSITION DUTIES: Provides and delivers written and automated technical assistance for the LDSS district offices when needed; delivers technical assistance directly to district offices' staff as needed; monitors new hires, benefit overpayment, recoupment and recovery; investigates and resolves constituent complaints and concerns as assigned by DHR leadership; and reports to the Director of the Bureau of Local Operations within FIA's, Office of Operations.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year experience determining eligibility for one of the following Family Investment Programs: Food Supplement Program, Temporary Cash Assistance Program, Temporary Disability Assistance Program, and Community Medical Assistance, which includes Modified Adjusted Gross Income/Health Care Reform.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess: At least one year of supervisory experience. Experience with Modified Adjusted Gross Income/Health Care Reform. Experience with and knowledge of Family Investment programs. Experience and use of personal computer software such as Word, Excel, Access, PowerPoint, WebEx, etc., and mainframe computer Client Automated Resource and Eligibility (CARES), Health Benefit Exchange (HBX),  Enterprise Content Management System (ECMS), FILENET, State Verification Exchange System (SVES), Maryland Medicaid Information System (MMIS), Maryland Automated Benefits System (MABS), Service Access Information Link (SAIL), etc. Demonstrated written and oral communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
