Main Purpose of Job

To assist in the administration of the program responsible for the assessment and certification of business personal property in Maryland.

POSITION DUTIES

The following examples of work are provided (not all-inclusive)

  • Assists in managing the personal property division, including the areas of personnel, planning, legislation, taxpayer service and public relations, appeals, production and work quantity, procedures and regulations, and training.  
  • Knows and provides accurate explanations of personal property law, procedures, and policies to taxpayers, local tax officials, tax preparers and the public.
  • Conducts Department level appeal hearings. 
  • Sometimes represents the Department at Maryland Tax Court hearings.  
  • Approves/denies exemption requests by applying legal principles and case law to specific taxpayer circumstances to determine eligibility.  
  • Composes clear and succinct correspondence for the purpose of responding to inquiries/complaints from taxpayers, members of the General Assembly, etc. Composes draft correspondence for signature by the Administrator, Program Executive, Director, Governor, etc.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Possess ability to interact with the Public, Business community, Attorneys and Legal representation and other state employees in a way that promotes respect, cooperation, and contributes to excellent performance.
  • Knowledge of various Business entities and familiar with filing procedures and exemption reviews.
  • Familiar with the entire Maryland Business Entity System (Charter Legal & Filing, Personal Property Divisions)
  • Ability to train and supervise employees and maintain effective working relationships with other employees. 
  • Strong computer skills and knowledge of all aspects of Microsoft office software.

Candidates must be willing to work in Baltimore City.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
