Main Purpose of Job

This position directs the activities of the State Rural Housing Opportunities for People With AIDS (HOPWA) Program within the Department of Health and Mental Hygiene, Infectious Disease Bureau.  This position plans, organizes and supervises the work of assigned subordinate personnel; reviews and assists in the development of departmental policies and programs; and makes recommendations concerning new or revised legislation affecting the program.  This position also promotes the work of the department through frequent contact with interested groups and individuals; represents the department in a liaison capacity with officials of other agencies concerning administrative activities; and develops and implements rules, regulations, standards and controls for carrying out the work of the HOPWA Program.  This position supervises the preparation of the budget for the HOPWA Program.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three of which must have been in professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and two years of which must have been at the managerial or supervisory level.

Notes:

1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have experience in grants management, program compliance monitoring and knowledge of the HUD Integrated Disbursement Information System (IDIS) database.  The ideal candidate will have two years of experience as a grant monitor and one year with a federally funded grant program.  The most qualified candidate should be familiar with HUD guidelines as they related to HOPWA and have at least two years of experience with HOPWA programs.
