Main Purpose of Job

The main purpose of this position is to serve as a Lottery Security Specialist ensuring the security and integrity of all Maryland Lottery and Gaming Control Agency operations, policies, and procedures.

POSITION DUTIES

 - Assist the Lottery Security Supervisor in the development and enforcement of regulations to ensure the security of lottery documents, equipment, and other interests.

 - Conduct investigations initiated by the Security Supervisor in order to detect conditions detrimental to Lottery operations.

 - Investigates complaints and address inquiries received from the public relative to the sales and/or claims processes.

 - Cooperates with law enforcement and other organizations in order to gather information related to Lottery investigations.

 - Visits lottery retailers to collect materials and equipment owned by the Maryland Lottery and Gaming Control Agency.

 - May testify as a witness in court or administrative proceedings relative to Lottery investigations conducted. 

 - Must prepare investigative summary reports.  

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

DESIRED OR PREFERRED QUALIFICATIONS

Preferred qualifications:  

  • Law enforcement experience with a federal, state or local agency.  
  • Military experience as Military Police or within a Criminal Investigation Division.  
  • Experience conducting criminal investigations or undercover investigations.
  • Experience investigating illegal gambling operations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in the position are considered essential personnel and in the event of a declared emergency, must report to assigned locations. Employees may be on-call 24 hours a day and therefore, must have ready access to a telephone.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
