Main Purpose of Job
This position is responsible for the successful completion of Information Technology (IT) projects that encompass management of all aspects of project implementation regarding initiation, planning, execution, monitoring, controlling, and closing project phases including scope, schedule, budget, risk, quality and customer satisfaction. Responsibilities also include determining operational and financial feasibility of developing systems and business processes. This position may be responsible for directing the work of MDE technical, functional and business analysts, contractors and consultants.
This position will provide project management services for departmental major and non-major IT projects as assigned project management responsibilities. In particular, this position will be responsible for managing the full systems development life cycle implementation for the Department's portfolio of ePermitting projects for online permit application with fee payment. This position assists the Director of Projects in the development, implementation and monitoring of project management policies, procedures and standards throughout the Department to ensure the successful execution of IT projects for on time and on budget completion and to ensure project deliverables meet defined business requirements.
MINIMUM QUALIFICATIONS
Education: Possession of a bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems or other Information Technology related fields, or Business Management.
Experience: Three years of experience managing Information Technology projects with direct responsibilities for policy and standards development and implementation, strategic planning, budget development and monitoring. Two years of the above required experience must have involved the supervision of a professional staff.
Note: Four additional years of management experience in the Information Technology field may be substituted for the required education.
SELECTIVE QUALIFICATIONS
It is required that the selected candidate have the following:
- 2 years experience in managing and implementing Information Technology projects to include management of project plans, scope, budget, time (activities & task planning), risk identification, Quality Assurance (QA) testing and transition planning.
- Active certification by the Project Management Institute as a Project Management Professional (PMP).
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate have the following:
- 2 years experience using MS Project 2007 or greater.
- 2 years experience with Systems Development Life Cycle (SDLC) methodologies.
- 2 years experience with the Project Management Institute’s Project Management Body of Knowledge (PMBOK) version 4 or later methodologies.
