Main Purpose of Job

The Department of Information Technology (DoIT) is seeking a candidate to serve as the Assistant Director of Web Systems. This position will oversee the daily technical maintenance and operations support for DoIT's enterprise web systems, leads and develops web applications and applies technical knowledge and support for web system integration projects. These initiatives and projects include internal and external statewide web applications for DoIT, DBM and the Governor's Office, and statewide services provided through Maryland.Gov for affiliated state agencies. This position will manage and supervise Webmasters and Programmers within the Web Systems Division and provides technical support and guidance to other divisions for systems maintained by DoIT as well as the statewide community of Webmasters for web development and standardization efforts. The Web Systems Assistant Director is responsible for escalation and coordination of critical system related issues and change request, application development projects, current and ongoing project support, training and knowledge transfer of new technology. The incumbent oversees operations of trouble tickets through the ServiceNow incident system, including software upgrades, system modifications and overall general maintenance. This is a management service position that will serve at the pleasure of the appointing authority.

MINIMUM QUALIFICATIONS

 Education: Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other technology related field.   

Experience: Four years of experience designing, developing, testing, implementing and maintaining web applications systems using the following platforms: Windows Server and Internet Information Services (IIS), ASP.NET, C#/VB.NET, and SQL Server, JavaScript, XML and XSLT and programs using generally accepted computer programming languages or other developmental tools. 

Two years of experience with the following technologies: HTML5, jQuery and CSS 3.

One year of supervisory or management experience.  

Notes:  

Candidates may substitute four years of additional work experience in design, development and maintenance of web applications for the required education.        

DESIRED OR PREFERRED QUALIFICATIONS

Experience with administration and optimization of database systems such as Microsoft SQL Server, MySQL, Oracle.

Architecting and programming secure web applications using industry best practices.

Experience with the following tools: SQL Server Integration Services, SQL Server Reporting Services, and Team Foundation Server.

Experience with responsive web design.

Experience in administration and advanced development of enterprise content management systems such as SharePoint Server or WordPress.

Strong organizational, oral and written communications, problem-solving and analytical skills.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to be on call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.
