Main Purpose of Job

This position serves as the Manager for all Budget preparation, negotiation and execution of the Social Services Administration (SSA), Child Welfare Administration (CWS), Foster Care and Adoption and Local Adult Services in support of this Department's mission to ensure budgetary and fiscal responsibility for the Department of Human Resources (DHR). The Budget Manager acts in conjunction with the Budget Director and Deputy Director in all matters of the planning, development, preparation, administration and implementation of Budget policies and procedures for the Department in accordance with both Federal and State laws, rules, policies and procedures.

POSITION DUTIES

• Plans and directs day-to-day budgetary, expenditure monitoring, and budgetary management to ensure compliance with State and Federal laws, regulations, policies and procedures using Generally Accepted Accounting Principles (GAAP).

• Provides oversight in writing, developing and implemention of departmental budget policies and procedures.

• Monitors expenditures, budget preparation and submissions.

• Provides direction, guidances and reviews of budgetary analysis for Social Services Administration, Local Adult Services and Child Welfare Administration and the projections for Foster Care and Adoptions.

•Reviews the preparation of responses to request for fiscal analysis, legislative bills, federal reports, and budgetary reports to legislative communities.

•Oversees budget formulation, forecasting and fiscal year end close-out using statewide budget policy and GAAP.

• Plans, develops and prepares year-end closing budget amendments and implements expenditure monitoring procedures and policy throughout the department.

• Ensures the reconciliation of monthly budget expenditures using FMIS and R*STARS accounting systems.

Reviews and submits budget requests for funding.

• Establishes departmental budget expenditure reductions and increases.

• Implements and directs budget staff training.

MINIMUM QUALIFICATIONS

Education:

A Bachelor's degree from an accredited college or university.

Experience:

Five years of experience in budget preparation, presentation and execution. One year of experience must have participated in developing and implementing policies and procedures related to the preparation and execution of agency budgets.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

• Experience meeting with upper level management, State and Federal officials, and representatives  of financial institutions, auditors and vendors to discuss and resolve fiscal issues.

• Experience with use of computers and the related software for formulation and administration of agency budgets. Experience working with the State of Maryland's Financial Management Information System (FMIS).

• Knowledge of the State of Maryland budget processes.

• Analyze budget data to identify trends and to project budgetary needs.

• Participated in developing and implementing policies andprocedures related to the preparation and execution of agency budgets. 

• Establish and maintain effective work relations.

• Able to plan, coordinate, supervise and evaluate the work of staff.
