Main Purpose of Job

This position serves as the Chief Fiscal Officer overseeing all fiscal services for the Charles County Department of Social Services; providing management of accounting and payments; fiscal reporting; budget preparation and monitoring; and fiscal staff supervision. These responsibilities are to be performed in accordance with accounting standards established by the State of Maryland and by Generally Accepted Accounting Principles (GAAP). Job Duties: Plans and coordinates all fiscal services for the Charles County Department of Social Services; oversees all accounting operations of the agency; modifies and implements manual and automated systems in accordance with the Generally Accepted Accounting Principles (GAAP). Provides fiscal authorization for purchases by Procurement as well as fiscal approval for contracts that are executed. Monitors expenditures; prepares periodic financial reports for agency leadership and submission to the Department of Human Resources (DHR); prepares special budget projections and recommends adjustments in budget appropriations to meet operational necessities. Oversees the preparation of the operating budget by reviewing program requests for form, fund limitations and compliance with DHR policies; calculating and verifying actual and estimated expenditures and other budget data. Plans, coordinates, supervises and evaluates the work of the Fiscal Unit staff.

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to the minimum qualifications stated and include any computer software experience (ex. Word, Excel, Access, etc.) used in each of the positions you held.

Education: A Bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a masters degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Three years providing direct supervision of other employees.
  • Advanced knowledge of Microsoft Office Suite.

LIMITATIONS ON SELECTION

Limited to candidates willing to accept employment in Charles County, which is located in Southern Maryland, approximately 65 miles south of Baltimore,35 miles south of Washington, D.C.and 28 miles north of King George, Virginia.
