Introduction

The Maryland State Retirement Agency has a permanent opening for an Accountant Supervisor I within the Administration Division’s Benefits Processing Unit.  The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System.

The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 200,000 active members and more than 142,000 retirees and beneficiaries.

Main Purpose of Job

The main purpose of this position is to supervise, manage and control the operations of the Revisions Unit. This position reports directly to the Director and the Deputy Director of Benefits Processing.

Primary responsibilities include reviewing worker's compensation benefits and benefit liens and levies, processing revisions to retiree accounts, managing the reconciliation process, replacement of benefit checks due to retirees, and ensuring that transactions are processed in accordance with the Revision Unit's procedures developed in compliance with the law and prescribed regulations.

Timely and accurate processing of transactions related to these processes are essential elements aiding the Agency in meeting the objectives of our Mission Statement to administer the survivor, disability, and retirement benefits of the System's participants.

POSITION DUTIES

This ‘hands on’ supervisory role is an expert in the Agency’s processes involved in reconciling the output of MPAS jobs used to create retirement estimates, to create new retirement records, and to revise existing retirement records.  This role is also the Agency’s expert on completing workers’ compensation audits for accidental disability retirees, reviewing and establishing liens and offsets from monthly retirement benefits, and reviewing and establishing payments to alternate payees as directed by Domestic Relations Orders. 

Additionally, this position manages the Agency’s efforts to re-issue payments that have previously failed due to EFT failure, returned checks, stop payment checks, and stale dated checks.  Timely and accurate completion of these duties requires this position to effectively control the operations of the Section and to effectively communicate the status of the duties with internal and external customers.  This position operates in a high production, deadline sensitive environment and must possess strong organizational and leadership skills

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of accounting experience. 

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The examination may consist of a rating of your education, training and experience related to the requirements of the job. It is important that you provide complete and accurate information on your application.

Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIFIED, or QUALIFIED.

The list will be valid for at least one year and may be extended. The list will be used by the hiring agency to select employees.
