Main Purpose of Job

This position analyzes in-state and out-of-state child support cases and provides location, establishment, enforcement, and fiscal services to child support customers in accordance with Federal, State and Local child support policies, procedures and guidelines. The incumbent in this position negotiates agreements for child support payments and health insurance coverage; establishes paternity, investigates and enforces the timely collection of regular child support payments and/or arrearages as well as medical support orders; interviews customers, employers, financial institutions, health insurance carriers, and analyzes information by utilizing knowledge of program policies, procedures and regulations in order to locate absent parents, verifies information, determines the ability to pay child support and provides health insurance; and initiates/gathers all necessary legal and supporting documents for court.

This position also prepares and presents testimony for judicial and administrative hearings; assesses the need for referrals to other programs and services as needed; documents and monitors case management activities through caseload maintenance, use of automated systems, organization of materials and application of program knowledge to support accurate and timely collection of support monies and/or medical support orders; enters court orders and directives; provides quality service to all customers (internal and external) in person, by telephone or in writing according to established guidelines; and participates in training, as required, to support mass care shelters, should the need arise.

MINIMUM QUALIFICATIONS

Education: An Associate of Arts degree in social services, human services, legal studies, public administration, or similar fields of study from an accredited college or university.

Experience: Eighteen months of experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain and enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations.

Notes:

1. A Bachelor’s degree from an accredited college or university may be substituted for the required education.

2. A Bachelor’s degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university may be substituted for the required education and one year of the required experience.

3. Experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain or enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations may be substituted for the required education on a year-for- year basis.

4. Experience determining eligibility for government assistance programs may be substituted for one year of the specific program experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:  

1.  Experience using mainframe Computer Systems such as: CSES, Client Automated Resource and Eligibility System (CARES), Motor Vehicle Administration (MVA), etc.

2. Experience with Microsoft Word, Excel and PowerPoint.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

If you are in State service and are a promotional candidate, your salary will be determined in accordance with the State of Maryland Salary Guidelines.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.

 

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
