Main Purpose of Job

This position will learn to serve as the generalist for the DJS Office of Human Resources and will be assigned to the OHR office in Cumberland, Maryland. 

The position learns to facilitate activities for recruitment processes such as preparing recruitment announcements, reviewing and evaluating employment applications and overseeing the interview process, non-competitive position classifications, vacancy downgrades within same series, classification determinations for contract and temporary employees. 

The position also will learn to facilitate activities for and review acting capacity requests, retirement procedures, worker’s compensation issues, FMLA laws, EAP policies, leave donation/leave bank processes and on-boarding programming. 

The position learns to participate in grievance and disciplinary conferences and advises management of appropriate actions based on laws, regulations, policy or precedence. 

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: None.

Notes:    

1. Professional HR management work in the areas of recruitment,  classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education.  Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions.  Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment actions.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required education.

1. Bachelor’s degree with concentration in HR 

2. Experience in the MD State Job Aps Applicant Management System and SPS Workday System

LIMITATIONS ON SELECTION

This recruitment is limited to current Permanent and Contractual Maryland State Employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.  

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.  This evaluation must be submitted with your application.  All information concerning your qualifications must be submitted by the closing date.  We will not consider information submitted after this date.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.  Therefore, it is important that you provide complete and accurate information on your application.  You are required to complete the attached supplemental questionnaire. 

Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED. 

The list will be valid for at least one year and may be extended.  The list will be used by the hiring agency to select employees.
