Main Purpose of Job

This is a professional position responsible for providing leadership and technical assistance in the areas of grant administration and coordination for the Library and Services Technology Act (LSTA) federal grants program, identification and management of other government as well as private funding opportunities for Maryland libraries, and the development of technological solutions for library-related initiatives both within MSDE and for Maryland's libraries.

POSITION DUTIES

Provides technical assistance, administers and coordinates the federal LSTA grant program; monitors and provides training and technical assistance to applicants and potential applicants in grant planning, writing and implementation; communicates legal, accounting, reporting, and other grant management requirements to grant recipients and monitors for compliance; prepares grant forms and instructions and translates program requirements into contract terms; provides leadership to Maryland’s libraries through training and facilitation of target groups on fundraising, development, grant writing and grant administration; works in tandem with the Division Fiscal Representative, tracks state and federal funding levels for the Division and 27 public library entities provides technical assistance and serves at the first point of contact for assigned liaison public libraries.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work.  A Master's Degree in Library Information Science from a college or university accredited by the American Library Association (ALA) or closely related field is preferred.  

EXPERIENCE: Four (4) years of administrative work in, or affiliated with an educational program with varied professional library experience.  Experience that includes grant writing and management is preferred.

NOTES:

1. Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.

2. Possession of a Doctorate in a field related to the position option may be substituted for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of the Library Services and Technology Act and associated funding processes; knowledge of grant writing and grant management; knowledge of the methods for collecting, managing and analyzing data; skill in using spreadsheets and data management; skill in using a variety of computer software and new technologies; skill in training, mentoring and staff development; skill in planning, organizing and managing multiple tasks: ability to interpret and apply laws, regulations and standards governing public libraries; ability to establish and maintain effective working relationships with a broad range of stakeholders; ability to work collaboratively as part of a team and be flexible and creative in a changing environment; ability to communicate effectively.
