Main Purpose of Job

The Division of Library Development and Services is currently seeking a Youth Services Coordinator for their Public Libraries and State Networking Branch. This is a professional position responsible for providing leadership and technical assistance to public libraries in the provision of services to youth and family literacy programs. This will be the lead position for all aspects of the development, coordination and evaluation of services to youth (children and teens); activities related to youth that promote partnerships among public libraries, MSDE and other agencies; and provides leadership in the development and implantation of educational support, early literacy, Kindergarten readiness, and Pre-K through 18 and lifelong learning for individuals with disabilities.

POSITION DUTIES

Provides leadership in and support of student achievement and lifelong learning in Maryland Public libraries; coordinates, designs, supports, implements and evaluates the development of projects and services relating to: academic achievement of youth; family literacy; kindergarten readiness; early learning;  and closing the achievement gap; provides Statewide professional development and training and evaluates the development of projects and services relating to professional staff; responsible for collaborations and partnership building for public library with key educational stakeholders statewide and ensures public libraries maintain a presence in the early learning establishment; contributes to the Branch and Division mission by participating in other internal and external initiatives as required by establishing, implementing and evaluating goals and objectives for the Division’s Strategic Plan for Maryland libraries.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work. A Master's Degree in Library Information Science from a college or university accredited by the American Library Association (ALA) or closely related field is preferred.  

EXPERIENCE: Four (4) years of administrative work in, or affiliated with an educational program with varied professional library experience. Experience that includes coordination and/or administration of youth services programs in libraries is preferred.

SELECTIVE QUALIFICATIONS

Knowledge of trends and issues in library services, including the changing role of libraries in today’s technology-rich environment; knowledge of the Library Service and Technology Act (LSTA); knowledge of planning, policy interpretation, and using guidelines to assist Public Library Administrators, Trustees, and government officials in developing improved library services; knowledge of budget development and expenditure controls; skill in translating trends and needs into strategic directions; skill in working collaboratively with various groups; ability to develop standards, guidelines, and other criteria for the implementation, evaluation, and improvement of library services, ability to coordinate resource sharing activities; ability to establish collaborative working relationships with stakeholders.

LIMITATIONS ON SELECTION
