Main Purpose of Job

This position provides executive direction to the Behavioral Health Administration in developing an integrated process for planning, policy, and services to ensure a coordinated quality system of care is available to individuals with behavioral health conditions. The Behavioral Health Administration, through publicly-funded services and supports, promotes recovery, resiliency, health, and wellness for individuals who have emotional, substance use, addictive and/or psychiatric disorders. The Executive Director leads and manages the public behavioral health system through five divisions: Children's Services; Clinical Services; Facilities; Operations; and Population-Based Behavioral Health. Two offices report directly to the Director: Consumer Affairs and Forensic Services. The system of care (with a budget of over $1 billion) includes psychiatric hospitals, residential centers for the treatment of youth, an Administrative Service Organization, Core Service Agencies, consumer organizations, and close collaboration with Medicaid to oversee the community behavioral health system.

MINIMUM QUALIFICATIONS

Education:   Possession of a degree in medicine from an accredited college or university.   

Experience:   Six years of experience in treatment of clients in behavioral health care; four of those years must include management and supervision of clinical and administrative staff in an organization which provides services in a behavioral health care.  The desired candidate has knowledge of Maryland’s public behavioral health system of care including inpatient psychiatric services, core service agencies and community providers, substance use disorders, managed care and quality improvement.  Extensive experience with legislative, regulatory and federal agencies, program development and planning, and senior level policy making are also desirable.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Current registration and licensure as a Physician by the Maryland State Board of Physicians; or the ability to become registered and licensed prior to hire date. 

American Medical Association Specialty Board certification in Psychiatry is preferred.
