Main Purpose of Job

This is a professional level position within the Office for Blindness and Vision Services (OBVS) which is responsible for planning, developing, and implementing OBVS initiatives designed to promote the achievement of competitive employment outcomes by individuals with significant visual disabilities, in the integrated labor market, through staff development, employer services, and through the provision of technical assistance in support of OBVS goals and objectives associated with employment outcomes which include the extensive use of assistive technology. Additionally, responsible for technical consultation and training on the application of rehabilitation technology, job accommodation strategies and the employability of individuals with blindness and other visual disabilities, including worksite assessment and necessary training for employers and appropriate staff on the integration of Assistive Technology at the worksite. Actively participates in the Division's Employment Initiative.

POSITION DUTIES

Provide staff development, employer services, and technical assistance in support of OBVS goals and objectives associated with employment outcomes which include the extensive use of assistive technology.  Responsible for technical consultation and training on the application of rehabilitation technology, job accommodation  strategies and the employability of individuals, including worksite assessment and necessary training for employers and appropriate staff on the integration of Assistive Technology at the worksite. Plan and implement a system to streamline services for “job in jeopardy” consumers.  Actively participates in the Division’s Employment Initiative. Supervise Staff Specialist for Job Squad and Career Life Planning.

MINIMUM QUALIFICATIONS

EDUCATION:  Possession of a Master's degree or at least 36 hours of equivalent post-baccalaureate course work.

EXPERIENCE: Three years of administrative, librarian, teaching or rehabilitation work in education, library or rehabilitation programs. 

NOTE:

1.  Two additional years of experience may be substituted for the Master's degree or 36 hours of equivalent post-baccalaureate course work.

2.   Qualifying experience in a closely relate field includes, but is not limited to, employment counseling, vocational assessment, teaching, vocational guidance, social work, human services work, in support of persons with disabilities.

SELECTIVE QUALIFICATIONS

Knowledge of the needs related to employment of  individuals with vision loss including dissemination and interpretation of Federal and State laws and special initiatives designed to enhance employment opportunities including tax incentives, special hiring initiatives initiated by federal and state government agencies, social security work incentive programs, and worksite assistive technology coordination.  Ability to work collaboratively in development of goals, objectives, strategies and performance measures; excellent communication skills; knowledge of the administration and direction of rehabilitation programs including laws and State and Federal regulations pertaining to the rehabilitation process and integrated employment; knowledge of methods of program and personnel management; computer literacy; ability to plan, organize, and direct the work of others; ability to meet deadlines; ability to present recommendations clearly and concisely; ability to exercise sound judgment in responding to employers, community rehabilitation providers, advocacy groups, schools and consumers; ability to establish and maintain effective working relationships with supervisors, subordinates, State, Federal and local officials, and members of the OBVS Committee of the State Rehabilitation Council.  Requires extensive statewide travel and attendance at some evening meetings.
