Main Purpose of Job

The Maryland Department of Health and Mental Hygiene, Office of Health Care Quality is seeking a Director of Administration.  As the Director of Administration, the main purpose of this position is to direct and coordinate the administrative services, fiscal services, budget management, personnel services, and information technology for Office of Health Care Quality (OHCQ) to ensure that it fulfills its mission and statutory requirements.

The OHCQ is charged with the responsibility of protecting the health and safety of Marylanders and to ensure public confidence in health care and community service delivery systems through regulatory, enforcement, quality assurance and educational activities.  As such, the OHCQ is a very visible arm of the Department of Health and Mental Hygiene as it licenses and certifies over 15,000 providers.  The position will establish and approve revisions to administrative policies and procedures for the OHCQ and oversee their implementation; develop short and long-range plans for the OHCQ operations and resources; determine organizational structure and staffing needs of OHCQ programs; oversees development and training program staff; plans, coordinates, supervises and evaluates the work of subordinate supervisors.

MINIMUM QUALIFICATIONS

Requires a bachelor’s degree and six years of administrative or professional experience, three years of which must have been at a supervisory or management level.  A master’s degree will substitute for one year of general experience.  A doctorate will substitute for two years general experience.  Additional experience will substitute year-for-year for the college degree.
