Main Purpose of Job

Oversee, manage and direct the Active Learning and Exercising (AL&E) Branch through the development and implementation of plans, procedures, staffing requirements, scheduling, and budget/financials. The AL&E Manager is responsible for budgetary, disciplinary, management, accountability and responsibility for AL&E staff as well as the development, implementation and maintenance of AL&E Standard Operating Procedures (SOPs) and AL&E Strategic Plans. The AL&E Branch is responsible for:

  • Development, implementation and execution of the State Training and Exercise Plan (TEP). 
  • Leading the design, development, conduct, evaluation, after action reporting, improvement planning, and corrective action process of statewide all-hazard, HSEEP-guided exercises. 
  • Leading the identification of statewide training needs, and address identified training needs through the delivery of training.
  • Leading the development of event and incident after action reports/improvement plans and lead the corrective action process. 

DESIRED OR PREFERRED QUALIFICATIONS

  • Five years of personnel (staff) management experience.
  • FEMA  Master Exercise Practitioner Program (MEPP) Certification
  • FEMA  Master Trainer Program (MTP) Certification

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
