Introduction

The Maryland Public Service  Commission seeks a Director for its Energy, Analysis and Planning Division.

This is an "at will" position and serves at the pleasure of the Appointing Authority (the "Commission").  It is LIMITED to current employees of the Public Service Commission.

Main Purpose of Job

The position reviews, monitors and advises the Commission on electric and gas utility energy and demand side management issues including wholesale market activities; energy efficiency; demand response; distributed generation; renewable resources; dynamic pricing; smart grid technologies; supplier licensing; and competitive market development.

POSITION DUTIES

Other duties of the position tracks goals, reviews programs and monitors program results related to the EmPower Maryland energy and demand reduction targets.

Duties also include the supervision and development of a small professional staff;

Leadership of multi-party program development workgroups;

Review and monitoring of Commission directed processes;

Participation in the development of energy policy including regulations, legislation and Commission directives;

The preparation of highly technical studies and reports to the Commission, other State agencies, and the General Assembly; and the preparation and delivery of expert testimony.

 

MINIMUM QUALIFICATIONS

Minimum Qualifications include a bachelor’s degree; two years of prior managerial experience; strong research skills; knowledge of state energy policy issues and programming; an understanding of the policy development process; skill and competence to work with a myriad of representatives at various levels of authority; skill and competence to handle a variety of assignments concurrently; strong management, leadership and coaching skills; and excellent oral and written communications skills. Experience with cost-benefit analysis, utility ratemaking and statistical methods is a plus.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate for this position will have at least four years of relevant energy policy experience at a utility, public agency or related private sector organization. 

The ideal candidate will possess a graduate degree in Economics, Engineering, Accounting, Business, or a related discipline. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

A valid authorization to work in the U.S. and a valid U.S. driver’s license are required.
