Main Purpose of Job

This position is responsible for providing oversight, management and strategic direction for the Family Investment Administration's Office of Special Projects, which contains four Bureaus: Workforce Development, Health Care Initiatives, Special Grants, and Homeless Services. The Deputy Executive Director in this position ensures that benefits, services and grants are delivered efficiently and effectively to eligible populations and grantees; works with the Executive Director to address emerging client needs of our most vulnerable Marylanders through implementation of policy and regulation changes; and addresses budget and business operational needs of the programs within the office affected by State and Federal decisions and/or economic or social impact.

POSITION DUTIES

The incumbent in this position administers and interprets Federal and State laws and regulations governing Temporary Assistance to Needy Families (TANF) programs, health care initiatives, homeless services and special grants; facilitates planning and program management for Bureau directors; provides budget, policy, and resource allocation analyses of programs; establishes, reviews and evaluates performance standards and controls to ensure that program goals, objectives, benchmarks, and action plans are accomplished; assesses the overall effectiveness and efficiency of program operations; manages Directors and ensures appropriate allocations of support staff based on operational needs and program goals; plans, coordinates, supervises and evaluates the work of these directors; establishes accountability controls and deployed technical assistance to ensure appropriate spending of funding for job training and placement contracts and needs of TANF customers; ensures development, implementation and use of monitoring tools and policy guidance for oversight of grantees including job aids/tools, training for local departments on health care initiatives; and attends interagency, local, stakeholder/community meetings.

MINIMUM QUALIFICATIONS

Education:  A bachelor's degree from an accredited college or university. 

Experience:  Six years of professional experience in administering or managing a human services program and providing technical assistance to groups and organizations serving vulnerable or at risk populations. 

Notes:

1. Additional administrative or professional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • Experience administering grant or government programs for nonprofit organizations or local jurisdictions.
  • Knowledge and experience with issues relating to homelessness, health care, food programs and self-sufficiency programs is highly desirable.
  • Experience supervising a team of professional staff.
  • Experience and knowledge of Family Investment programs.
  • Applicant must be proficient in MS Office Suite and demonstrate competence with written and verbal communications.
