Main Purpose of Job

This position serves as the Health Officer, an executive level position responsible for managing all programs through subordinate staff in the Talbot County Health Department. This position is responsible for 131 staff and a budget of $6 million. Programs assigned to this position include Administration, Environmental Health, Clinical Services, Prevention Services, and Family Services. Job duties include: Supervising performance of assigned programs through subordinate supervisors in order to ensure compliance with funding requirements and satisfactory rating in programs; instructing employees in the Department of Health and Mental Hygiene and the Talbot County Health Department on policies and procedures, applicable State and Federal laws, ethical and professional conduct, and current and future trends in health care systems. The Health Officer is responsible for the development of operational plans and policy; and, representing the Health Department in a liaison capacity with officials of other agencies in an effort to enhance the health and well being of the citizens of Talbot County.   The Talbot County Health Officer reports to the Talbot County Board of Health.

MINIMUM QUALIFICATIONS

Must have a bachelor’s degree and at least five years of managerial experience in the field of public health or a master’s degree in public health with at least two years of managerial experience in public health.  Must have excellent people skills, knowledge of health policy formulation, community needs assessment, health planning, and financial management of public health services; excellent verbal and written communication skills; and successful collaboration, change management, and conflict management experience. County residency is preferred, but not required, within one year of the date of hire.
