Main Purpose of Job

The main purpose of this position is to provide executive leadership and management to the Regional Institute for Children and Adolescents (RICA) - Baltimore, a family driven, youth guided program consistent with the Behavioral Health Administration's Governing Body Bylaws and other surveying and accrediting agencies. This position manages services provided to include intensive inpatient and outpatient psychiatric care, educational services, and community service programs for youths between ages 12 to 18 with serious emotional illnesses. The position manages the facility’s programs and operations with an approximate $13.5 million dollar budget, 200 employees, and other staff working within the facility; it ensures appropriate access to care, the provision of the best possible quality of treatment and discharge/disposition to the most appropriate placement in the community.

MINIMUM QUALIFICATIONS

Education:  Possession of a bachelor's degree from an accredited college or university in health, human services, business administration or related field; MBA is desired.

Experience:  Six years of experience managing health service operations in a behavioral health care setting, to include experience in children's health services program planning, development and quality improvement initiatives as well as significant experience overseeing fiscal and human resources, and including four years of direct supervision of staff.
