Main Purpose of Job

The Department of Information Technology (DoIT) is seeking a candidate to be the Director of Network Services. This position will direct the Network Services Unit and will be responsible for the cost effective operation and oversight of IT infrastructure used to support Department applications and services, as well as applications and services of other state agencies. This infrastructure includes: The State's wide area network (networkMaryland) The State's wireless data/communications network The department owned and operates voice network Centralized/shared server and data storage State security policy and centralized infrastructure The incumbent is responsible for operating these services, including establishing/improving services offered to customers and other DoIT units, building business models, establishing operations models including processes and procedures, budgeting and establishing statewide standards. This position will serve at the pleasure of the appointing authority.

MINIMUM QUALIFICATIONS

Education: Candidate should possess a bachelor's degree in Engineering, Information Technology, or related discipline with IT focus is required.

Experience: Minimum of ten (10) years of enterprise network experience with at least three years managing the team responsible for daily operations of enterprise networks.

Three (3) years of experience developing contract requirements for and managing vendor contracts in excess of $5M annually.

Three (3) years of experience developing and managing budgets of $10M annually. Experience developing plans for and implementing technologies such as Voice Over IP, virtual hosting environments, and Virtual Desktop Infrastructure in support of a large enterprise.

Notes:

1. Candidate must possess a strong technical consulting/customer service background, as well as excellent oral, written, and presentation skills.

2. Candidate must have the ability to handle operational issues effectively, understand escalation, communication, and crisis management.

3. Candidate must be capable of collaborating with key stakeholders in developing technical solutions which meet customer needs and result in financial efficiencies.
