Introduction

The Maryland Longitudinal Data System Center is seeking a Database Specialist Supervisor to assist with the design and development of all the databases that compromise the Maryland Longitudinal Data System Center as well as day to day maintenance and control of MLDS database system.

Main Purpose of Job

This position is responsible for assisting with the design and development of all of the databases that comprise the Maryland Longitudinal Data System Center.  The position is also responsible for all aspects of the day-to-day management, maintenance, and control of those databases.

POSITION DUTIES

Plans and administers database management system activities in accordance with applicable laws, regulations, policies and procedures that comply with The Family Educational Rights and Privacy Act, Information Technology Security Policies and System Development Life Cycle; prepares and maintains database management system documentation and technical literature related to database management services, policies, procedures and standards; participates in IT audits; meets with upper-level management, vendors, systems users, and other information technology staff to discuss and resolve database problems and issues, including system performance, utilization and capacity and disaster recovery planning; prepares statistical and narrative reports of database management activities and special projects; collaborates in the development, testing and implementation of new or revised operating systems including data communications, application systems, database management systems and new or modified computer hardware; provides LDAP integration with SSO (single Sign On); and provides database support for all Oracle applications (e.g. OBIEE, WebCenter, OAM, Vault, OWB, ODI, EDQ) and the data warehouse environment.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems.  Oracle Certification or Master’s Degree is preferred and can be substituted for one year of experience.  

Experience: Three years of experience designing, developing, implementing, maintaining and controlling database management systems for computers.  Experience supervising other Information Technology professionals or projects is preferred.

SELECTIVE QUALIFICATIONS

Knowledge of Oracle database systems and/or or related student data systems; knowledge of the principals and practices of relational database design, development, implementation, maintenance, security, and control; knowledge of secure transport telecommunications protocol (SFTP); knowledge of system documentation and auditing procedures; knowledge of the functions and capabilities of computer  systems to include hardware and software, and data communication networks; knowledge of  system performance tuning, utilization capacity evaluation and disaster recovery; skill managing multiple tasks for maintaining operational levels of DBMS; skill in compiling accurate statistical and narrative reports; skill in using diagnostic and performance tools and other software products to maintain established standards for database management systems; ability to communicate effectively and to establish and maintain effective working relationships with system users, vendors, computer operations personnel, programmer analysts and technical support specialists.  Knowledge of installing and maintaining Oracle products; building data tables and PL/SQL queries; Ability to successfully implement backup/recovery for DBMS.
