Main Purpose of Job

The Department of Information Technology, Telecommunications Access of Maryland (TAM), is seeking a candidate to administer contracts between the State of Maryland Selected vendors for Telecommunications Relay Service (TRS), Captioned Telephone Service (CTS) Services and work on TAM procurements in accordance with state law. This position also monitors products and services, FCC regulations and works closely with the Director and the National Association for Relay Administration on issues pursuant to TRS. Public Relations effort includes training and presentations around the state. This position will also provide sign language interpretation as needed. Relay is a 24/7 service, therefore the contract manager must be available or ensure someone on the State Relay Administration team is available at all times. Employee may be furnished with a pager or cell phone so they may be reached at any time. This is a special appointment position that will serve at the pleasure of the appointing authority.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative or professional work. One year of this experience must have involved one or more of the following: applying rules and regulations, or exercising responsibility for the development of policies or procedures.  

Notes:    

Additional experience in related administrative staff or professional work may be substituted on a year for year basis for the required education.

Additional graduate level education at an accredited college or university may be substituted for the required general experience at the rate of 30 semester credit hours for one year of the required general experience.  

SELECTIVE QUALIFICATIONS

1. Two or more years of experience with oversight of contracts.  

2. Three years of experience working with, providing for the needs of, persons with hearing and speech loss to use the telephone successfully, therefore must be fluent in American Sign Language.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with writing and evaluating RFP’s, and reports for the General Assembly. 

Experience public presentation and interaction skills. 

Experience with creating, reviewing, or submitting agenda items for consideration by the Maryland Board of Public Works (BPW). 

Extensive knowledge of state and Federal laws and regulations governing telecommunications access for people that are deaf, hard of hearing or Deaf-Blind.

Experience assisting the populations that TAM serves:  deaf, hard of hearing, Deaf-Blind, late-deafened, older and younger generations, etc.
