Introduction

THIS POSITION IS DESIGNATED AS A MANAGEMENT APPOINTMENT. THE INCUMBENT WILL WORK AT THE PLEASURE OF THE APPOINTING AUTHORITY.

The Department of Public Safety and Correctional Services is one of the largest departments in Maryland government with over 11,000 employees.  In our commitment to ensure safety to all Marylanders, we are seeking an exceptional leader for the position responsible for the overall operations and administration of the Department of Corrections, Division of Pre-trial Detention and Services, Field Support Services, and the Division of Parole and Probation.

Main Purpose of Job

This position oversees the operations of corrections which houses approximately 22,000 inmates and employs over 8,000 staff. It includes community supervision that has 44 field offices throughout the state with over 600 agents supervising 59,000 offenders. This position reports directly to the Secretary and is a member of the Department's Executive Management and Leadership team.

POSITION DUTIES

This position functions as the Deputy Secretary for Operations.  The primary duties and responsibilities include:  

  • Directs the operation, administration and management of staff in three (3) regions specific to pretrial and detention, corrections and community supervision.
  • Directs Corrections, through subordinate managers, to include security, treatment, rehabilitation and administrative functions within all secure correctional institutions.  
  • Evaluates the effectiveness of treatment and rehabilitation programs to ensure they are evidence-based and considered to be best practices in the field of corrections.  
  • Reviews and analyzes program initiatives to assess their effectiveness in reducing inmate recidivism.
  • Establishes security standards for all facilities; maintains the inmate transportation system; supports training programs on security issues, inmate classification, records, sentence structure and court orders.  
  • Establishes policy and direction for inmate program participation and classification.  
  • Represents the Department of Public Safety and Correctional Services in the offices of the Governor and before the General Assembly and in meetings with the American Correctional Association and National Institute of Corrections.  
  • Prepares, administers and controls an annual budget of 1.4 billion dollars.  
  • Maintains a system of communication, enabling awareness of pertinent information at all levels; delegates decision-making responsibility at appropriate levels; provides qualitative and quantitative measures of work performance; assures accountability with minimum interference to service delivery.  

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from and accredited college or university.  In order to meet this educational requirement an official copy of your transcript must accompany your application.

Experience:  Eight (8) years of senior management experience in corrections and pretrial detention administration which includes, planning, directing, coordinating and monitoring security operations, administrative functions, treatment and institutional programs; establishing program objectives, short and long term goals, program policies, procedures and rules and regulations.

Note:  A Master’s Degree from and accredited college or university may be substituted for up to three (3) years of the required experience.

Applicant must have management experience in budget administration, which includes, managing, developing, analyzing and implementing budgets.

Applicant must have management experience in representing an organization at interagency functions, community groups and legislative forums. 

Applicant must have experience interacting with criminal justice organizations such as law enforcement, courts, corrections, parole boards, community groups and local governments.  

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:  A Master’s Degree from an accredited college or university
