LOCATION OF POSITION

This position is located in the Facilities Operations & Maintenance Division of the MD Department of General Services (DGS) at 29 St. Johns Street, Annapolis, Maryland.

Main Purpose of Job

The main purpose of this position is to provide executive level leadership to the Annapolis Capital Complex.

POSITION DUTIES

Duties for this position include but are not limited to:

- Direct human resources activities, including the approval of human resource plans or activities, the selection of managers or other staff, or establishment or organization of major departments.

- Appoint department heads or managers and assign or delegate responsibilities to them.

- Review reports submitted by staff members to recommend approval or to suggest changes.

- Negotiate or approve contracts or agreements with suppliers, distributors, federal or state agencies, or other organizational entities as needed.

- Prepare budgets for submission to the DGS budget office, including those for funding or implementation of programs.

- Direct, plan, or implement policies, objectives, or activities of the Division to ensure continuing operations, to maximize returns on investments, to ensure compliance with all related laws and regulations, and to increase productivity.

- Analyze operations to evaluate performance of the program or its staff in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy change.

- Confer with organization officials and staff members to discuss issues, coordinate activities, or resolve problems.

- Direct and coordinate the Division's financial or budget activities to fund operations and increase efficiency.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Business, Management, Property/Real Estate Management, Construction Management, or a related field.

Experience: Ten years of senior level experience in property management/operations to include facilities maintenance.

DESIRED OR PREFERRED QUALIFICATIONS

Strong skills in leadership, communication, financial planning & strategy, promoting process improvement, strategic planning and developing budgets are preferred.

LIMITATIONS ON SELECTION

This recruitment is limited to candidates willing to accept an "at will" position which serves at the pleasure of the appointing authority.

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.

Eligible list may be used to fill future vacancies of the same classification.

Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
