Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually. 

POSITION DUTIES

This position is responsible for software analysis, design, development, testing, implementation and maintenance of custom developed web applications in .Net, C#, SharePoint, MS SQL using the overall Rapid Application Development (RAD) approach and the System Development Lifecycle (SDLC) methodology. This position is also responsible for the production support for Commercial-Off-The-Shelf (COTS) software packages used by the MIA.

MINIMUM QUALIFICATIONS

Education:  Bachelor’s degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering or other related scientific or technical discipline.

Experience: Five years of experience in web design, development and programming using the latest HTML and CSS standards along with the Microsoft Technologies including but not limited to the .Net Framework 4.0 or above, C#.net or VB.net, Visual Studio, Team Foundation Server, MS SQL, LINQ to SQL, ASP.Net MVC Framework 2.0 or above, Web Forms, SharePoint 2007 or above and the Entity Framework.

Note: Three additional years of web development experience using .Net Framework 4.0 or above and MS MVC can be substituted for the educational requirements.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with graphic design and tools such Photo Shop is desirable
  • Experience working with Microsoft Azure is desirable
  • Experience working with MS SQ SQL Always On feature is desirable
  • Experience working with the Windows Communication Foundation (WCF) for building service-oriented applications is desirable
  • Experience working with the Visual Studio 2015 for developing mobile based application on iOS, Android, and Windows Phone is desirable
