POSITION DUTIES

The Comptroller of Maryland is seeking a highly motivated and innovative executive to serve as the Director of the Revenue Administration Division (RAD). This is an Executive Service position, critical to the success of the Office of the Comptroller, serving at the pleasure of the Comptroller. The primary function of this position is to provide senior executive management for RAD, which is responsible for processing over 2.8 million Maryland individual income tax returns, collecting over $18 billion of State and local tax revenue, and providing related services to the citizens and businesses of Maryland. RAD is comprised of over 400 tax professionals, associates, and temporary employees in seven departments: Taxpayer Services, Taxpayer Accounting, Revenue Accounting, Legal, Returns processing, Electronic Processing, and Systems Application Control.

The Director will develop, manage, and drive both short-term and strategic plans, goals, objectives, and new initiatives; determine organizational structure and staffing needs; prepare the division's annual budget; recommend changes in related laws and regulations; conduct process improvement and optimization efforts; and will represent the Comptroller at civic groups, industry and association meetings, conferences, legislative and other governmental hearings, and other organizations as needed.

The RAD Director is responsible for the following essential functions (not all inclusive):

  • Directing the staff of the director’s office in their management of RAD.
  • Directing the operations necessary for the processing of tax returns, including the issuance of refunds, for all tax types administered by the Comptroller of Maryland.
  • Keeping abreast of current technology for processing tax returns and payments and accounting for and reporting revenues.
  • Directing the operation of the call center, 11 branch offices, and other taxpayer service functions to provide high quality customer service to taxpayers, citizens, and businesses of Maryland with regard to all matters related to state tax obligations.
  • Directing the functions necessary for timely and accurate reporting of revenues.
  • Keeping abreast of changes to Maryland tax law and overseeing necessary changes to regulations, tax forms, instructions, and processes.
  • Collaborating with other directors and staff on tactical and strategic projects and operational processes to ensure the highest level of quality, service and security to the taxpayers of Maryland.

MINIMUM QUALIFICATIONS

EDUCATION: Bachelor's degree from an accredited four-year college or university in Business Administration, Public Administration, Accounting, or related field.

EXPERIENCE: Ten years in a leadership role in finance, banking or related industry.

DESIRED OR PREFERRED QUALIFICATIONS

Progressively responsible experience managing modern, high-volume payment processing environment, with proven ability to define, collect and track metrics and key performance indicators, leveraging them to enable management decisions which result in overall performance improvements. Experience with large scale electronic data systems, high volume document imaging, and call center management.
