Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of financial analysts, accountants, lawyers, law enforcement officers, actuaries, and others, the MIA works to facilitate a strong insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities. 

MIA is charged with a range of responsibilities including the licensure of insurance companies and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance companies are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  MIA has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

POSITION DUTIES

The MIA’s Management Information Systems unit is recruiting for the position of Webmaster II. This position is responsible for software analysis, design, development, testing, implementation and maintenance of custom developed applications, and production support for Commercial-Off-The-Shelf (COTS) software packages used by the MIA. 

Specific job responsibilities include, but are not limited to:

  • Interviewing MIA business members to define objectives and updates for the MIA Web Site and web applications;
  • Evaluating alternative solutions to meet business requirements;
  • Performing graphic design work for the MIA website and web applications;
  • Creating, editing and updating web pages and web applications using various software;
  • Developing and maintaining data feeds/exchanges between various applications and the legacy platforms;
  • Assisting with database modeling and development for new and existing MIA database applications;
  • Preparing test plans for new web pages and web applications;
  • Analyzing and resolving website problems reported by MIA users;
  • Monitoring the functionality, performance and reliability of the web site;
  • Enhancing existing legacy applications or Commercial-Off-The-Shelf (COTS) software applications as applicable;
  • Developing and maintaining the website content for the MIA website and MIA Intranet using a CMS tool such as SharePoint.

MINIMUM QUALIFICATIONS

Education: Possession of an Associate of Arts degree from an accredited college or university in Web Development, Computer Information Technology, Management Information Systems or other information technology related field to include course work in web page design, development and programming.

Experience: One year of experience in web page design, development and programming.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and an additional eighteen months of experience using software which converts other documents into web pages; or using web page developmental software; or writing HTML code; or converting data from project specifications by preparing program code using computer programming languages; or evaluating, implementing and maintaining computer hardware and software; or operating, manipulating, and controlling computer systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and completion of an approved certification program for Web Professionals sufficient to provide the necessary skills to build and manage an organization’s web site and to coordinate with inside and outside resources to accomplish that organization’s web goals may be substituted for the required education.

3. Additional experience in web page design, development and programming may be substituted for on a year-for-year basis for a high school education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience creating and managing web pages and web applications using HTML5, XML, Java Script, jQuery, JSON, .Net Framework, AJAX, CSS, VB.Net, Microsoft MVC Framework, Microsoft Web Forms technologies, and C#/ using CMS tools like SharePoint and Visual Studio.

2. Experience working with the current SharePoint platform for creating dynamic document management and application solutions.

3. Experience working with MS SQL in normalizing and creating databases and schemas/models, writing SQL queries and stored procedures.

4. Experience creating dashboards and dynamic reporting using Crystal Reports, or MS SQL Reporting Services, and/or Power BI.

5. Experience creating data-bound web pages using MS SQL, LINQ-to-SQL, the .NET Framework, and the Entity Framework.

6. Experience working with the Windows Communication Foundation (WCF) or MS Dynamics for building service-oriented applications.

7. Experience with the overall application and systems security toolsets.

8. Experience with unit testing web applications or websites.

9. Experience deploying web applications or websites on IIS and Apache Servers.

10.Experience working with the Visual Studio for developing mobile based application on iOS, Android, and Windows Phone.

11.Experience working with Microsoft Azure.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
