Main Purpose of Job

The Infectious Disease Epidemiology and Outbreak Response Bureau (IDEORB) in the Prevention and Health Promotion Administration (PHPA) has a mission to improve the health of Marylanders by reducing the transmission of infectious diseases, helping impacted persons live longer, healthier lives, and protecting individuals and communities from environmental health hazards. The IDEORB works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases and environmental health hazards. This position serves as a Research Statistician II/Evaluator in the Center for HIV Surveillance, Epidemiology and Evaluation (CHSEE) in IDEORB. The CHSEE is responsible for collecting, processing, and investigating reports of HIV infection, AIDS diagnoses, and HIV perinatal exposures across the state of Maryland, and for generating information and statistics about the HIV epidemic. The Center seeks to collect the information necessary to describe the HIV/AIDS epidemic in Maryland, to evaluate and improve the quality of the information collection activities, to analyze and report this information to policymakers and the community for HIV planning, and to evaluate the effectiveness of programs targeting the HIV/AIDS epidemic. This position is a professional level position responsible for participating in the design, collection, analysis, and reporting of HIV health services information to evaluate the HIV epidemic and service programs in Maryland. Duties include supporting the evaluation of HIV health services programs and projects and collaborating with the Center for HIV Prevention and Care Services to develop, implement, and coordinate data collection activities, analysis of data, and report writing. This position will also conduct and analyze medical record reviews to assess compliance with federal standards and describe the quality of care in Maryland. Additional surveillance activities include identifying, soliciting, managing, and reporting medical HIV related information from various reporting sources. Data collected are used in analyses to guide planning for prevention programs and health services to respond to the HIV epidemic in Maryland.

MINIMUM QUALIFICATIONS

Education: Possession of a master’s degree from an accredited university with a minimum of nine semester hours, or the equivalent, of graduate coursework in research methodology, theoretical or applied statistics or measurement theory.

Experience: One year of post-master’s experience in statistical research.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Statistician classifications or Statistician and Intelligence Officer  specialty codes in the Statistics field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

Experience with HIV or health services data (e.g., surveillance systems, electronic health records, and/or patient cohort databases) are strongly preferred. The successful applicant should be able to collect and interpret HIV data from health records and have an understanding of services evaluation and surveillance methodology.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
