Main Purpose of Job

As Chief of the Eastern Inspection Division of the Compliance Program the incumbent of this position will assist in the management of an effective statewide program unique to the Water Management Administration related to inspections, investigations and sampling to determine compliance with water pollution control laws and regulations. The person in this position is instrumental in establishing overall policies and procedures for the Compliance Program, overseeing their implementation and deciding on appropriate revisions. The position is responsible for the supervision of professional and technical staff in planning, initiating and tracking inspections and associated compliance and enforcement activities. The incumbent establishes goals, standards and controls to ensure that the compliance objectives are accomplished. The incumbent plans, coordinates, supervises and evaluates the work of the District Manager and lead inspectors in their division. Other staff are supervised in the performance of activities which include performance of on-site inspections, review of permittee-submitted Discharge Monitoring Reports (DMRs), Monthly Operating Reports (MORs) and violation reports, issuance of inspection reports, site complaints or notices of violation, development of enforcement actions and responses to citizen complaints. Staff is given direction and provided oversight in the performance of inspections and the preparation of litigation packages to be used for the development of administrative orders and civil penalty assessments to address violations of general water pollution control laws and regulations pertaining to NPDES /State discharge permits for municipal and industrial facilities, sediment and erosion control, tidal/nontidal wetlands, industrial pretreatment, well and septic systems, waterway construction and dam safety. Key elements of this position include managing sensitive and controversial compliance issues, participating in meetings with citizens and/or violators, ensuring grant commitments are met, coordinating with other programs in WMA, the Attorney General's Office, other State agencies, EPA, and elected officials, company leaders, consultants, and the general public.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university including 30 credits in engineering or the biological, environmental or physical sciences.

Experience: Three years of experience supervising a professional staff or as a project supervisor in the field of the water pollution and water quality control.

Notes:

1. Additional experience in engineering, public administration or law as related to environmental health may be substituted on year-for-year basis for the required education.

2. Applicants may substitute registration as an Environmental Sanitarian or as a Professional Engineer for the required education.

3. Applicants may substitute one additional year of experience in engineering, public administration or law as related to environmental health for the 30 specialized academic credits.

4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidates has the following:

  • 3 years of inspection and enforcement experience in water related medias (Erosion & Sediment Control, NPDES, Wetlands and Waterways);
  • Strong Knowledge of environmental laws and regulations related to Erosion and Sediment Control, Water Pollution, Tidal and Nontidal Wetlands and Waterways;
  • Knowledge and experience with environmental enforcement procedures for Administrative, Civil, or Criminal actions;
  • Proficient in the use of various computer operating systems and have the ability to use software and hardware applications such as Windows operating systems, Google products, and TEMPO or TRIP operating systems;
  • Experience in State personnel rules and regulations.

LIMITATIONS ON SELECTION

This position is limited to permanent and contractual employees of the Maryland Department of the Environment only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates appointed to positions in these classifications may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best, Better, or Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.
