DHMH/Behavioral Health Administration, Grants Management Unit, Catonsville, Maryland

Main Purpose of Job

The main purpose of this position is to manage grants and/or contracts awarded by the Behavioral Health Administration. This position will be responsible for the following: (a) coordinating the review of grants; (b) making recommendations regarding the allocation of State and Federal grant funds; (c) developing reports which substantiate and/or justify the budgetary soundness of grant programs supported by the Administration; (d) review, analysis, and the making of recommendations regarding budget modifications, budget supplements, year-end reconciliations, and audit findings; (e) negotiating with grantee organizations and/or providing technical assistance.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years of experience in grant evaluation and monitoring or budget preparation, presentation, and execution.

Notes:

1. Applicants may substitute graduate education in Accounting, Business Administration, Economics, Finance, Political Science or Public Administration at a rate of 30 semester hours for each year of the required experience.

2. Applicants may substitute additional experience as defined above on a year-for-year basis for the required education.

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classification or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
