Main Purpose of Job

Examine, analyze and maintain the Department's fiscal activities to aid with monthly projections, the fiscal closeout process and preparation of the annual budget.

POSITION DUTIES

Reviews program operating and capital budget submissions to determine adherence to established budgetary guidelines and procedures.

Reviews draft budgets to delineate program requests; and, following budget approval, prepares final budget for submission to the Office of Budget Analysis (OBA), Department of Budget & Management.

Maintains Departmental Budget Application.

Prepares testimony and provides background information to respond to inquiries from agency executive management, OBA budget analysts and members of the Legislature.

Prepares object transfers, budget amendments and supplemental requests to reconcile appropriations and with actual and estimated expenditures.

Prepares monthly budgetary data that is included in monthly and quarterly statements of fund expenditures and balances and apprises agency management of budgetary status.

Makes recommendations on additions, deletions or changes to unit requests based on agency guidelines and fiscal priorities.

Meets with program heads to discuss and clarify changes made to budgetary submissions.

After legislative approval of the budget, notifies agency personnel regarding appropriation levels.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university.

Experience: Three years of experience in budget preparation, presentation and execution.

Note:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.  

2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered.  Include clear and specific information on your application regarding the qualification(s).

Required:  One year experience directly preparing a complex operating budget for a multi-program agency or business.

Required:  One year experience analyzing operational data for a large entity, for the purpose of budget preparation.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who meet the selective qualifications and who possess the following.  Include clear and specific information on your application regarding the qualification(s).

Preferred:  Experience using database applications and spreadsheets (such as Access, SQL, Excel) to manage/analyze data and create reports for fiscal decisions.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
