Main Purpose of Job

The Office of Finance, Budget Management Office is responsible for the preparation and management of operating budgets for each of the Department's 48 programs, with an aggregate total budget in fiscal year (FY) 2017 of $12.9 billion.

The main purpose of this position will be to assist the Office of Finance, Budget Management Unit Director in leading the effective operation of the Budget Management Office. This position will function at the full performance level of work preparing, presenting, and executing agency budgets for assigned units. The position will be responsible for monitoring operating expenditures, analyzing quarterly budget projections, reviewing complex programs with diverse funding sources. This positon will also work with fiscal administrators, if necessary, to resolve disputed amounts and establish appropriate levels of revenue and expenditures. The position will also be responsible for general daily management and administrative acitivities for assigned units such as: reviewing and approving requistions, purchase orders, and out-of-country travel.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university.

Experience: Three years of experience in budget preparation, presentation and execution.

Note:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will be an experienced user in working with spreadsheets (i.e. Microsoft Excel or Google Sheets).

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
